We also get more FBL from microsoft than Yahoo but this also because FBL from Yahoo decreased in the last 5 months. I can confirm an increase in FBL reports from Microsoft and now we are back to last February rates (in march FBL rates dropped a lot for us). I'm convinced, too, that this is not an increase in user spam reports, but simply an increase in "forwarding" existing spam reports from Microsoft. We usually get much less than 0.1% complaints so the "<0.1%" may be correct. We have some IP with very low volumes (less than messages per day) with higher complaint rates and from a first review the rate could match the number of FBL we received (e.g, an IP with 200 messages sent and 0.5% rate in FBL had 1 FBL sent to us, another IP with 500 email and 0.2% rate in FBL had 1 FBL sent to us for that day).. In the past 6 months I could never do this "match" as I often could not find FBL for IPs with higher abuse rates. So, maybe something have been fixed: let's hope the fix is here to stay!
