You can contact their Postmaster via https://postmaster.live.com/snds/ The first two responses will be automatic (from a bot). The first will be confirming the receipt of your request and the second will be the response. Expect a delay between the first and the second email. If you are unhappy with the response in the second email, you can reply to the ticket and that will escalate the matter to human eyes.
