If we can't reliably figure out who owns a block, the speed of blocking will increase, and the size of the blocks will likewise increase, and ... well ... the False Positives will increase.

(2) They may also be attempting to obscure the personal details of employees of an organization, too? (even an employee's name and email address?) (3) To the extend that they are able to make those distinctions, suddenly... every criminal/scammer/spammer... will claim to be an individual running that domain as a hobby! (and the work required to sort all of that out is not going to happen!)
