Microsoft never publish their blocklists. It is a pain in the a... with Microsoft. Contacting their support doesn't help. If you even manage to get some intelligent person on the other end, they just tell you that you are not on a blacklist. But you are on one of their internal blacklists. No way to get of of them. That is usual. Pointless spend time, sorry. The only, you can do, is to get another IP of some complete different range and try to deliver/relay mail over that. Maybe IPv6 is a solution there. (I didn't test IPv6 for that. I just give up with that idiots and tell my customers/friends to get a reliable mail provider.)
