Sorry for the confusion but "protection.outlook.com" refers to O365 inbound, 
which is mail directed to Office365 business subscribers, not the consumer side 
of the house (outlook.com/hotmail/msn/live/ note that custom domains exist in 
outlook.com consumer business too)


The enterprise side sees vastly different traffic in all buckets (good, bulk, 
spam) and IP reputation is maintained separate for now, and remediation 
tools/processes.

To escalate O365 deliverability issues, Office365 support tickets must be 
opened.

I recognize modernizing sender support tools across consumer and enterprise is 
well overdue, but not the simplest thing to do or easy to prioritize.

I moved a mailman server that has been hosting a private list for 10 years from 
one data center to a new datacenter over the weekend.

After getting a PTR record setup, I was then able to get mailman's IP address 
delisted at Microsoft.

Now, any emails from mailman, about 30 users,  to Office 365, the following NDR 
is returned:

Any suggestions as to where/how I go to clear this?
