I've had arguments before with folks over this, but Gmail leaves them in
and adds one on every smtp hop.  Doesn't cost much and might be useful in
debugging, especially with forwarding which changes the envelope sender.

Adding two for a single hop seems odd, but may be indicative of some quirk
of the receiver, passing through multiple internal hops or even on the same
box.

If they're evaluating SPF on the wrong one, it's probably indicative of a
bug on their side.
