Yes, I'm not talking random person just adding those addresses in this case.
A prime real world example is an org updating state leaders on an issue. There's sort of a relationship, relationship, it is constituent feedback, it is bulk email. I'm sure some would call it spam but it is an example of why they would publish their address and based in feedback, they want though haven't opted in.
