Nope. It's been a thing for year and I would not expect it to end any time soon. I have a vague recollection of a vague open apology from a MS employee about it with allusion to sub-optimal divisions of labor regarding name services and inconsistent evolving norms.
In any case, for an operation of the scale of MS random oopsies are inevitable. No one would ever notice if I got 0.00001% of my DNS records wrong but for MS that's a whole number of errors at all times.
