Um, no. Read the original message more carefully. 190.8.37.13 is the IP of the server doing the rejection: tiburon.viva.com.do. It is NOT the sending server. That's why Michael wants to contact someone at viva.com.do: THEIR server is saying HIS (at 65.246.80.16) is listed.

but I can't, because your blacklist check is broken. The sending server is 65.246.80.16, and is not blacklisted as far as I can tell.
