As an industry we haven't been massively successful at preventing service providers from providing service to spammers. Every end user with exclusive use of an IP address is renting it from a service provider. Getting the word out there that IPv4 rental is a mug's game could help. The trouble is that most of the people you would reach already know it. These renters prey on older organisations that perhaps got a lot of IP space early on, don't keep up with internet goings-on, and have bean counters who just see it as free money.
