I received a scam email from mail-ma1ind01on060c.outbound.protection.outlook.com
(2a01:111:f400:fea4::60c) so I reported it to the RIR contact,
[email protected] and got the following reply implying that they
intend to ignore the problem entirely and expect me to feed it as input
to their spam analysis system for the benefit of their own customers.
If they have identified that it comes from their servers then why can
they not complete the process as an abuse report?
Is it actually possible to report email abuse to Microsoft?

Based on the information you provided, it appears to have
originated from an Office 365 or Exchange Online tenant account.
To report junk mail from Office 365 tenants, send an email to
[email protected] and include the junk mail as an
attachment.

That email address is the standard one for "I think this is spam" (with
a corresponding equivalent for "I think this is not spam") to train the
spam filter - if you're a Microsoft customer, which I'm not.
