I've been happy with tektonic.net who have the usual range of linux, BSD, and Windows VPS. Their prices and tech support are pretty good. They do "transparent" filtering of outbound mail, but if you've been a customer for a while, and ask politely with a plausible reason, they will turn it off. I have a server that remails lots of spam to people who want it for analysis, which they thought was reason enough.
