Thanks everybody. It resolved overnight. Alex, thanks for checking. I didn't think outbound rate limiting would be required for so few messages, but I guess it makes sense (in a way). I added a simple one just now.
Seems like having an exponential moving average for inbound rate limiting would be helpful (just a SMOP :). Thanks, Rob
