This is probably "just" a tech support scam. I have seen others on a similar theme, but claiming to be sent from the national police and asking you to provide your allegations to an email address. Presumably in order to get replies of those gullible enough to believe it and pay a "fine" and, one would guess, hunting in case someone admitted something worth being extorted about.
