We run into the over 30 all the time, but usually it just happens via
laziness, or not understanding how DNS queries work, or not knowing the
RFC.. When I say all the time, the volume is small by percentage, but
often really big companies who's engineers should know better.
But someone should help these people, and the only way to draw attention
to the fact they are doing it wrong, is to do things like flagging
messages from them as 'spammy' or rejections..
As a matter of fact, in spite of all the free domain checkers and mail
testing tools out there, our team is rolling out a domain health checker
to make it more obvious.
If you can 'reject' with a clear message that their SPF record does not
conform to RFC, then they might understand why the rest of their email
sometimes has problems..
IMHO..
We can't just keep ignoring Best Practices and RFC's, or what is the use?
