In my experience, the folks at Microsoft sometimes just fumble their config as in https://bsdly.blogspot.com/2018/02/a-life-lesson-in-mishandling-smtp.html and at other times they have bad actors sign up as cloud customers, such as one of the items in https://bsdly.blogspot.com/2022/04/spammers-in-public-cloud-protected-by.html. To their credit, though, they do respond to reasonably worded messages to their abuse@ address.
