It DO make sense. What it means, is that the subject of the survey, is non 
human (is not about humans) and thus does not require any approval. Surveys 
that run a specific sensitive subject, must in some places, have a license or 
approval first.

For example, these are non-human:
"Do you run windows at home?"
"Which car-brand do you drive?"
"Whats the brand of the PC you are using?"

But those 3 examples are human and may require a approval:
"Do you use sunblocker when sunbathing?"
"Which is your primary religion?"
"Which size of clothes do you buy?"
