Stop 'remote forwarding'... simple..
Save you and your customers grief..

Every email client can check two mailboxes, and forwarding generates support calls..

Don't know your business model, but that is our recommendations to all ISP's and Telco's.

If you DO allow remote forwarding, you still should be spam filtering first.. but now you have the other conundrum, how do your customers know they have a message in your spam folder?
