As stated previously, enforcement of the authentication required rules has
been ongoing for most of the year in limited ways (and in some respects,
many years).
The enforcement may apply to specific types of messages, sender
reputations, specific sender/recipient pairs, or a percentage of traffic.
In general, any rejection rule is the result of
a number of signals, with the rejection text highlighting a specific signal.

The announcement is for a very large expansion of enforcement and fewer
mitigating or contributing signals used.
