No, I agree with you (I’m running two forwarders that have no issues so far). And having a DMARC enforcing policy without DKIM is a bad idea.
IMO not bad idea, only sometime missused idea. I see preventing of forwarding as legal requirements in some cases.
But yes, often it is by misconfiguration, or doing something without understanding all of consequences...
