The suggestion to bug Microsoft are correct, I would also bug the support team at the receiving end of this.

SpamCop admits to being aggressive and sometimes errors on the side of blocking mail.  Based on SpamCop's policies, I would suggest that the receiving side of this equation should use the SpamCop listing as part of a spam scoring system rather than use SpamCop as a blocking RBL.
