I'm pretty sure it's this; along the same lines as Microsoft barring GSSAPI auth against IMAP targets from Outlook (while allowing the same auth for Exchange).
In an environment where smartcard logon is mandatory and Outlook is the prescribed MUA, you're forced into using Exchange on the other side.
