We should, methinks. However, I use a geo filter to only notify western IP, where law and policies are more or less the same.
I also report to AbuseIPDB, in all cases (mostly dictionary attacks.)

RDAP on IP number usually works. Abuse teams often reply that they forwarded the complaint to the actual user of the IP. This is fully automated, except for clearing out replies.
