Maybe that the sender has such a low volume that they never sent *any* email to any Cisco customer or sensor deployed by Cisco in the past at all. Then the domain will be treated as newly registered and the recipient may be blocking those. When was the first message rejected? Keep trying to resend the message for 3-5 days and see whether the domain is considered mature enough.
