The more content the message has the more common the block but its end user 
"eyeball" conversational messages and not managed content.  Even content such 
as "This is a test message" is blocked now. All blacklists are monitored, and 
we are clear on all Ips. Being end users we get a compromised account every 
couple of weeks but they are ratelimited to 100 messages and handled within 6 
hours usually. No blocks from any other providers.

IIRC the message you receive is independent of SPF/DKIM/DMARC.

Does the message have content that is considered harmful by Google?

Do you send from IP ranges that are often used by spammers?

Check uceprotect Level2/3 as an indicator.
