No, but because you as a system administrator decide which DNSBLs and DNSWLs to use, and can thus excempt the ones you use from the DNS Rebinding protection.


Except if, as in the case at hand, an "exists" SPF mechanism refers to a DNSWL 
which is not among the ones you configured.
