S3150 and S3140 are both volume (emails per hour) throttling.

We're a Managed VPS provider, meaning that it's very rare for any of our
servers to be spamming (our customers do not have root access, so they are
far less attractive for spammers than the typical $5 server abuse magnets!)
- but a cross section of our customers are repeatedly caught by S3150
bounces.

Is it because they're changing their email volumes (likely to be very low)
too dramatically from day or hour to the next, or is it this analysed in
aggregate (e.g. per /24 or similar)?

To my knowledge, none of the emails blocked by this are spam or likely to
be reported as such by the recipients - so what I'm asking here is how can
we improve deliverability of these S3150-blocked emails that your users
actually want to receive?

If there are changes we can make, or that our customers can make, I'm eager
to hear!
