Then ask them to escalate to T2. I'm not in that part of the org, so I can't assist; I'm over in the Enterprise side of the house, and we're supposed to keep out of each others' hair. One thing you might ask them is ... "What are the VBR values for these Ips?" because sometimes, the problem may be hiding there.

Also, if the rep has become bad enough, no amount of traffic might be allowed. Is rep. influenced by low volume? Or you mean like users marking received messages as spam? These are issues you'll have to take up with the front line team. I think you know that the front line team are only capable of pasting prewritten snippets and do not convey any meaningful information that would enable a sender in this position to make any meaningful change to affect future deliverability.
