Hello Rory,
You're probably already aware, but just in case, you might find better
resources thru the telecom wireless communication industry, specifically
ctia.
They represents the U.S. wireless communications industry and companies
throughout the mobile ecosystem. The CTIA created the Secure Messaging
Initiative (SMI) to further combat spam and fraudulent messages. The SMI
is a partnership between wireless providers, law enforcement agencies,
message ecosystem partners, and consumers. It was designed to protect
the text messaging industry from nefarious activity.
They created a centralized clearinghouse where all partners can share
fraudulent and spam messages. Through the clearinghouse, everyone has
access to reports of spammers and can take action to further protect
other consumers from fraudulent messages.
Ajit Pai, btw is their current CEO. Good luck, I wish I knew them better.

Hey MailOp,
Looking for a escalation path for U.S. based, AT&T targeted social
engineering phishes from mobile numbers that belong to Neutral Tandem.
At some point I came to the conclusion that they were acquired by
Sinch but redirecting these ongoing email scams to [email protected] has
yielded nought.
Thanks!
