The only lever available is involvement by government. Or legal action. Class action lawsuits, naming Google responsible for the financial losses incurred by the scammers they facilitate, and lack of action to respond to those threats.

Or the 'Consumer Financial Protection Bureau' or 'Federal Trade Commission (FTC) ' ..

but it takes make a LOT of noise, as Google has a lot of friends..
