Actually the grammar in RFC8461 is ambiguous about that, and the errata acknowledge this and explicitly allow both <LF> and <CRLF>: https://www.rfc-editor.org/errata/rfc8461 So probably best to "be strict and what you send (CRLF) and liberal in what you accept" (both LF and CRLF) in this case.
