Correct. I first read it in a message by Bill Cole[*], stating:
you can get a solution (usually?) by replying with the magic phrase
"PLEASE ESCALATE THIS TO SOMEONE WHO CAN ACTUALLY ASSIST ME"
which may or may not need to be in all caps.
It worked for me (in mixed case). Let me thank Bill, albeit a bit late.
