The second article contains this gem 

"To prevent our IP addresses from being blocked, all outbound messages from 
Microsoft 365 datacenter servers that are determined to be spam are sent 
through the high-risk delivery pool."

On the one hand, I can understand their desire not to block these messages, 
given the potential for false positives. In the other hand ... I have spam.

Not saying it's the best approach, just an observation that may explain the 
complaints of "obvious spam" originating from their networks.
