No, we had several of our ISPs and Telco's suddenly encounter rate
limiting for the first time..
Given all the spam leakage, surprised it isn't Microsoft getting rate
limited.. ;)
Pain though, having to help so many clients who aren't leaking any spam,
or doing any bulk email, just normal ISP services to work through this..
It is them the customers blame..
IMHO More wall gardening.. try to force users to stop using independent
email servers.. hard to believe that MS doesn't have people that knew
the implications of these changes..

I thought we were being *rate limited*, but we're not, nothing at all is
going out to outlook.com, hotmail.com, etc. Mail to business M365 is
going out fine.

I've sent support messages to Microsoft (via
https://olcsupport.office.com/ ), but we get an automated response
saying 'there's no reason you can't send mail to Outlook.com'. I've sent
a follow up email message to hopefully get a human response, but no
replies at all yet
