I'm from Brevo's Deliverability team.

You're right that dmarc.brevo.com is experiencing connectivity issues on
port 25.
The service is backed by an older infrastructure that we are in the process
of migrating to a new setup, which should be fully live within the coming
days. The current endpoint is operational but has known reliability issues,
which is consistent with what you're observing.

In the meantime, if your MTAs are queuing DSNs destined for
[email protected], they should retry successfully. The service is
accepting connections, just intermittently.

I'll follow up on this thread once the migration is complete. Apologies for
the inconvenience.
