Hi all,

I bet you've heard this one before ...

I run my own mail server on a dedicated host with a single public IP
address, using Fedora 43, postfix, amavisd, and dovecot. I have my own
domain with SPF, DKIM, and DMARC configured. I have a very low volume
double-opt-in mailing list with an unsubscribe link on every message.

Microsoft added my server to their block list recently for some unknown
reason, meaning I can't email hotmail etc. addresses.

I submitted their support request, which initially replied that I
qualified for "conditional mitigation," but the block never went away.
If I resubmit it, it now says I don't qualify and offers no way to
contact them.

I joined their SNDS, but it shows no data because I hardly send
anything. Mxtoolbox shows I'm on no blacklists. My SenderScore is 100.

The bounce message tells me "hotmail-
com.olc.protection.outlook.com[52.101.194.11] said: 550 5.7.1
Unfortunately, messages from [104.168.132.247] weren't sent. Please
contact your Internet service provider since part of their network is
on our block list (S3150)."

That makes me suspect it's some other IP near mine that's at actual
fault. As it's a dedicated hosting service (Hostwinds), only my IP has
anything to do with me.

Does anyone have any suggestions how to move forward?
