I don't think it's related to the gmail outage as it was happening a few days before that. At least for me. I also have the same problem of the menu bar icon not showing the most recent message subjects. I don't use the message count option, though, so I have no idea if that's showing or not.
So, no incoming notifications and no menu bar subject lines seem to be the issues for me.
