Update:

After switching to another account, which didn't exhibit these
behaviours, then switching back to my account, which continued to
fail, I looked into the possibility that it was something associated
with my account.  After making the accounts identical in all but email
address and contents and it still didn't work, I resorted to deleting
~/Library/Application Support/Mailplane and ~/Library/Preferences/
com.mailplane.* files -- it is now working (so far)
