Which OS X are you running? Mountain Lion strictly uses the notification center and 10.7 uses Growl. I do believe 'Block Google Chat' also blocks the notifications as well. If you uncheck that within the preference menu and restart, does this help? Of course, having chat blocked does help speed up the tabs a bit, but if it's a non-issue for you, you may like it better.
