I personally had mine disabled completely, and then recently it started to not block it. I'm assuming it happened after the most recent update. The Hangouts user list does not display, but chats kept coming through. I too use Adium for chat, so this is obviously a bit annoying. I ended up turning it back on, since having it half blocking is worse than leaving it alone. As I was writing this I had the idea to enable/disable the option one more time, I'll reply with an update once I've completed testing it.
