[MailPlus] masalah start up

bagaimana mematikan startup yang tidak perlu di windows 2000?,saya
sudah coba ketik "msconfig di kotak RUN tapi jendela start up gagal
muncul,yg ada keterangan:cannot find the msconfig(or one of its
components).make sure the path and filename are correct and that all
required libraries are available,mohon solusinya,terima kasih
