A working knowledge of Health Information Technology (HIT) standards, including but not limited IHE XDS, PDQ, PIX, XDR, HL7 and those standards adopted by Health Information Technology Standards Panel (HITSP). Experience with Rational Application Developer (RAD). Experience with Rational Software Architect (RSA) is a plus. General Position Description The Principal JAVA Developer/Architect candidate shall possess substantive Information Technology knowledge and have extensive experience in developing, maintaining, and supporting web services applications. The candidate must have demonstrated hands-on expertise in analysis of problems and technical requirements in computing, networking and application areas specified in a work order, and shall possess extensive experience in evaluating, implementing and supporting the use of appropriate solutions for these problems and requirements. S/he must understand all tiers of development as well as database connectivity and structure. S/he will serve as a lead developer for major projects and will develop requirements, code, test, and implement proposed systems. The candidate will work without technical oversight or as the leader of a team as required. May serve as a Work Order Manager. The candidate must be detail oriented and well organized, have superior oral and written communications skills, and be able to work well in a fast-paced, quickly changing environment. S/he must have the ability to manage multiple tasks and meet aggressive goals, objectives and timelines. The candidate must have thorough understanding of the software development lifecycle. S/he should be proactive and self-motivated; a team player who can adapt to changes in client requirements. The candidate must be able to read current code and hit the ground running and have the ability to research problems and provide solutions. Project management experience is desirable. Knowledge of Service Oriented Architecture principals. Knowledge of business process modeling is a plus. Principal Functions: Provides technical expertise, support, oversight and needs analysis in functional areas such as, but not limited to, design and development of appropriate IT solutions and architectures, creation of information and decision papers on IT issues, assistance in the development of IT standards, review of logical and physical database and application design, change control and problem resolution, validation and stress-testing of IT solutions, facilitating the use of IT solutions by end-users. - Leads process and data modeling initiatives in support of planning and analysis efforts using both manual and automated tools. - Applies reverse-engineering and reengineering disciplines to develop migration strategic and planning documents. - Applies an enterprise-wide set of disciplines for the planning, analysis, design and construction of information systems on an enterprise-wide basis or across a major sector of the enterprise. - Develops, integrates, and deploys enterprise solutions. - Engineers and manages hardware and software architectures and ensures compatibility and optimal integration of multiple systems. Responsible for technical architecture adherence to plans and specifications. - Leads the formulation, review and recommendation of solutions to customer problems based on prior experience and hands-on understanding of how products and services interrelate and support the customer mission. - Performs needs analysis to define opportunities for new and improved business and process solutions. - Oversees the performance of feasibility studies and trade off analyses to define system scope and objectives. - Develops cost estimates for new or modified systems. - If serving as a Work Order Manager, additional functions will include: - Manages resources assigned to the work order. - Monitors budget for the work order. - Oversees all activities related to the work order. - Participates in status meetings with SSA counterparts, as required. - Ensures effective communication on all work order issues. Typical Minimums Bachelors or Masters Degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10+ years or more of professional experience. -- Best Regards, Anand.
