BACKGROUND/PROBLEM STATEMENT
Contracted support is needed to augment work being performed by state staff
in the IT Security Audit, Monitoring and Compliance unit within the Bureau
of Information Systems.
OVERSITE/CONTRACTOR MONITORING
The Bureau of Information Systems, Division of Technology Engineering.
Security Architecture Section, IT Security Audit, Monitoring and Compliance
Unit will oversee the work assignment.
RESOURCES
DPW shall provide office space within its office at the DGS Annex Complex,
in the Willow Oak Building, Harrisburg, PA. In addition, DPW will supply all
necessary hardware, software, network connection, phone and fax for daily
use as needed to complete assigned work items.

OBJECTIVES OF ENGAGEMENT
The object of this engagement is to provide the Department of Public Welfare
the highest possible level of technical and operational support services and
expertise necessary to maintain a consistently high level of day to day
customer service for a support program that currently process an average of
100 requests per day. These services include support to OMAP staff, EDS,
ACS, 7 Major HMOs, BH vendors, medical providers, business partner and
various other Commonwealth, County and Local agencies.
TASKS TO BE PERFORMED
. Process requests for assistance within the Office of Medical Assistance
Program office while maintaining a 4 hour response time for support
requests, including: support of data security, account and permission issues
related to all OMAP applications.
. Assist and provide planning, implementation and support of OMAP
applications including CIS, MMRS, CaseNET, PROMISe, and CERME.
. Provide user support services and consultative expertise to network users
regarding network resources. Instruct users in the use and functionality of
network hardware and software.
. Assist with Security architecture projects including Site-Minder,
Identity-Manager, Envision and other reporting software as well as perform
or support other related duties.
. Provide knowledge and experience to the unit in various scripting and
coding languages as necessary to automate essential tasks and to provide
solutions to security issues and problems. Utilize script programming to
maintain login script logic and to design utility programs for use on the
network.
. Provide Tier 2 technical support on a daily basis by troubleshooting and
resolving all types of problems referred from various Tier 1 Help Desks or
from OMAP employees and business partners through the OMAPNetworkService
public folder.
. Coordinate efforts with vendors if Tier 3 technical support is required.
. Interface with technical support staff from various hardware and software
vendors and other areas in the Bureau of Information Systems (BIS).
. Troubleshoot the Provider Reimbursement and Operations Management
Information System (PROMISe)-related security issues. Assist all PROMISe,
PowerBuilder and website users outside of the Department of Public Welfare
(DPW) with PROMISe account-related and logon problems.
. Provide Account Administration, security, network resources and roles for
OMAP and Medical Assistance Business Partners
. Assist with the support and integration issues of Care Enhanced Review
Management electronic (CERMe) application into the Medical Management Review
System- (MMRS). Troubleshoot security issues. Assist OMAP and business
partners of the Department of Public Welfare (DPW) with MMRS
account-related, logon problems, and installation issues.
. Assist with the Technical and network related issues for implementation of
the CaseNET application/Medical Management Review System- (MMRS).
Troubleshoot security issues. Assist OMAP and business partners of the
Department of Public Welfare (DPW) with MMRS account-related, logon
problems, and installation issues.
. Establish and maintain security by creating individual group accounts,
setting up and regulating shared directories and groups, assigning
appropriate security roles for application access and assigning permissions
for resource access.
. Develop and maintain procedure manuals and systems documentation necessary
for the efficient operation and integrity of the Office's resources.
. Comply with all applicable standards established by OMAP, DPW and the
Commonwealth.
. Determine time estimates and schedules for own work and resolve issues in
a timely manner.
Also provide secondary backup support to operational support staff on an as
needed basis which will include but not be limited to the following.
. Utilize various tool sets to monitor the performance of server hardware,
software and peripherals. Utilize various tool sets to monitor and manage
disk utilization on servers and to establish disk quotas to ensure efficient
use of available resources.
. Interface with OMAP staff and OMAP Business Partners to define
specifications for data exchanges. Work with BIS staff to establish
E-Government data exchanges (FTP or web-based). Work with OMAP Business
Partners to conduct testing and to implement E-Government data exchanges.
Monitor E-Government exchanges and conduct troubleshooting activities to
resolve Business Partner connectivity and security issues related to data
exchanges.
. Install Windows 2003 and Windows 2008- Server operating systems and other
system software. Upgrade the operating and system software with service
packs and patches as required.
. Provide technical assistance in the coordination and resolution of
connectivity issues between the Commonwealth's Business Partner portal and
Managed Care Organizations, OMAP contracted vendors/organizations and other
state agencies. Insure that these business partners can access and utilize
the Department's internal and external resources as required per contractual
obligations.
. Install, configure, document, maintain and troubleshoot a variety of
server hardware, software and peripherals required to support OMAP file and
print servers for headquarters and remote sites in both the production and
test environments. Ensure that the production environment is available to
users during core business hours.
. Management and documentation of 100+ network printers, copiers and
scanners as well as scan to e-mail capabilities.
. Support and Knowledge of the OMAP servers includes user and backup
scripts, SMS, knowledge of OMAP servers, and Desktops
. Project support for current OMAP server and VM replacements
. Project support for replacement OMAP SAN
. Analysis, Support and Management of 28 plus Terabytes of storage
. Design, architecture documentation and implementation, from physical
servers to VM server scenarios.
. Assist project leads in the setup, implementation, and daily maintenance
of OMAP servers and Disaster Recovery site with VM servers
. Documentation of OMAP Security and Data policies.
. Documentation of OMAP Network infrastructure.
