Position: Mainframe Programmer
Location: Brooklyn, NY
Duration: 18 Months
Rate: $Open
Please note that this is a 35 hour work week and the anticipated start date for
this project is July 1st 2010.
The consultant will perform analysis, design and programming activities for the
maintenance and enhancement of the centralized Employee Information System.
These activities will be related to the following Employee Information Systems
Resource Management areas:
1. Maintain GAMMA Environment – (Knowledge ware software product)
2. DB2 Functions and knowledge of GAMMA internals
3. DB2 / DBA Functions
4. GAMMA Training
5. Core Security – (System accesses updates, permissions etc.)
6. Monitoring – (disk space usage, indices, restores and restarts, etc)
7. Scheduling and Coordination of Jobs
8. Troubleshooting – (Abends, program / data problems etc)
9. Interfaces to City Payroll System (City prints our checks - PMS), NYCAPS
10. Data transfer protocol
11. Salary Processing
12. Summer Pay Special Processing
13. Timekeeping & Employee Rating
14. EIS/HRS, Accounting ,Budgeting Interfaces
15. Ad Hoc Reporting
16. IDMS & Cybershift
These activities will encompass all project life cycle phases including
Production support (24/7) and Documentation of all tasks according to
Department of Education standards. Data Base Administration (DBA) functions for
4 regions Production, Quality Assurance, Unit Testing and Training.
The Employee Information System and related Systems are composed of
approximately 800 CICS/COBOL2 programs, which includes batch and on-line.
There are approximately 350 DB2 tables approximately 200 Flat files. The system
maintains Salary, Regular and supplementary pay, Timekeeping, Retro pay,
Accounting, Electronic Fund transfer Information and History. This system pays
approximately 130,000 employees on 3 pay Cycles - Teacher payroll, UFT Para
Professional, and Hourly payroll (school based) For the New York City
Department of Education. The system also interfaces with the City of New York
payroll Systems as well as other systems i.e. Accounting, Budgeting and Human
resources System.
MINIMUM CORE COMPETENCIES REQUIRED OF CONSULTANT:
1. Project Management Skills
2. Business/Systems Analysis Skills
3. DB2, DB2/DBA Skills
4. GAMMA (Knowledgeware), PLATINUM, CA7, Cobol 2, CICS, QMF, JCL, TSO-SPF,
CULPRIT, MS WORD, MS ACCESS, MS EXCEL, MS POWER POINT
5. Knowledge and experience with complex Municipal Payroll, Human
Resource/ personnel, Accounting and Budgeting Systems and processes
DELIVERABLES DUE AT THE CONCLUSION OF CONSULTANT(S) ENGAGEMENT:
24x7 Production Support and problem fixes. Analysis, design and implementation
of enhancements as requested by the Division of Human Resources, Division of
Financial Operations and Division of Budget Operations & Review and approved by
the Division of Instructional and Information Technology.
