errr.. by that, do you mean, 
"agree on a range that CSW packages use, when creating new user ids"?

that sounds like something that should go in as a "cswusrgrp" related
option into csw.conf

eg:

usrgrp_startuid=456
usrgrp_startgid=100

similarly, for consistancy, I think that other "usrgrp" class options,
might be best prefixed with "usrgrp"
