[csw-maintainers] /opt/csw/var and /var/opt/csw

I've got the impression that /opt/csw/var is a obsolete place to put 
things and that /var/opt/csw should be used instead.
Shouldn't this be reflected when using gar?
I.e gar.conf.mk should have localstatedir = /var/opt/csw instead of 
$(prefix)/var
