it doesnt share well. This is something meant to be potentialy shared.

there is no reason to keep the read-only config as machine-local
It's not read only but it will work unmodified in a lot of cases. One
reason I see to modify it is to add security. A read-only .CSW copy is
always nice to have so you can diff on upgrades.
Personally though, I like the way debian does this.
I also find the Debian way very easy to work with.
