The first thing any package tool should do is update itself.

No, make that "must do" because other packages are only required to be
updated with a contemporary version of pkg-get.  The first batch of
updates before updating itself are done with an old version, potentially
too old, it need not be the previous version, it will be whatever is
there and that can be very old.

Using the update self first principle the initial package installer need
only update itself and might not need advanced perl nor wget.

True. And that is the reason why we should deliberately ship
outdated versions? I think it is good style to update the tools
on the frontpage from time to time. Not with every minor release
maybe, but a few times a year.
