Yes. Please commit the Makefile anyway. Even if the license prohibits
binary distribution we may distribute the source package in the future.

What i meant is that actually i cannot produce a source package unless i
"source" the jar file. I see no real problem to distribute a way to
make people create the package by themselves.
I'll do it when i'll be home.
