Shouldn't the buildfarms be kept up to date with the absolute latest, so that other packages that depend on updated packages and that are waiting for fixes, can be built?

Usually there are no hard constraints on package versions. When there are needs for new versions just mail to buildfarm@ that you want the packages
updated after release.

Is there some other mechanism that I'm not aware of to tell a build to use a test package rather than a stable package, perhaps?

As you obviously want the new versions I am updating all farm machines now
to current/.
